Plo Koon was first released as a Clonestrike figurine with the basic Jedi statistics. Hit Points of around a hundred, defense of 19, and damage of twenty; he's just your average Jedi. There is nothing redeeming about Plo Koon in the least; although his build cost is fantastic, he lacks the force powers and special abilities of other Jedi. The only special attribute he retains is melee attack, which isn't very affective at all. As for the standard Force powers, this is where it gets interesting. With a Force of 4 Koon has a relatively high force rating, but only has two powers to spend it on. The first power, Force Strike, is not force consuming and in some ways a powerful attack. This attack is a plus for Koon, and a threat to the droideka. The next power, Lightsaber Precision, is in many cases a good force power. If Plo Koon had had Double Attack he would have had twice as many +10 damage hits as before.
If I were to use this character, which I do, he would be best used against droids and small infantry. This isn't the Jedi for taking out Sith; that's Yoda and Mace's job. I use Force Strike extensively against droideka and droideka only. Regular battle droids are so weak that a force power really isn't needed. Koon is also effective against larger droids like the dwarf spider droid and Commerce Homing droid.
Plo Koon is a Jedi that you want to take out infantry and dispose of annoyances. He will crush droids easily, but then again, most everybody does. As I said earlier, he is used as a counter against droidekas. He should be placed in a team of Jedi or surrounded by clone troopers. However, he should not be the strongest hitter in your group. He is rather a lackey, so to speak. Koon is best used offensively and quickly agianst droids and other mechanical enemies. Reserve his Force Strike only for when he confronts large or powerful droid characters.
One defining combo to try is the Mace/ Koon gig. Mace grants Plo Koon with Extra Attack, which helps improve his prowess on the battlefield. Koon can be mixed up with any characters, but will be the most powerful in sqauds that grant him extra attacks or force points.
For you players on the CIS, watch out for Koon. If he is on the battlefield, make him a target of priority. He will counter your droideka, so if you are going to try to overpower him, do it quickly. If your droids are having a bad day, just send in a remaining Sith. Darth Tyranus or Darth Sidious will easily dispose of him.

The artwork and position of the figure captures Plo Koon in one of his force powers; Force Strike. It is a very action oriented little piece and makes a great part to any collection.

Overall, I rate Plo Koon a 7 on the effectiveness scale, and a 9 on the visual product.

The new Plo Koon should look something like this:

Force Strike: Force 1, range 6; target and deal 1 enemy 30 damage and to every character adjacent.
Force Push: Force 1; Use the Force to push an enemy away from you. Deals 20 DM to 1 target and 10 DM to every character adjacent.)
Force Renewal: Regains 1 force point every time he activates
Force Stun: Force 2, range 6; Deals 20 damage to all adjacent enemy characters and deactivates them for 1 round.
