This is an interesting format, and it made me think about how heavily the game relies on captains and explorers for convenience. (I couldn't even ignore the ability entirely myself)

I bought a large number of pirates stuff the other day, and the things I got rather influenced my decision (I tend to use recent stuff in my fleets). But whatever. I kinda tossed this together anyway.

I tried to focus on economy of movement first: The Shui Xian has dories and Lady Kamaile, the Libellule has windcatcher, and the pique can cover a wide area with its cannon (hence it won't need to move much to shoot at something). This way, you can cover the board faster, and give the farther islands priority.

Each ship also has a specific duty: the Xian obviously leads the pack, exploring as many things as possible on the way to farther islands. By putting it at the front of the fleet, it also can take the brunt of oncoming enemy attacks. Intimidation is a great deterrent too. Captain or not, it's a severe threat.

Le Pique is there to keep your enemies from gaining ground: park it near the middle of the board, and shoot at whatever comes near. With an exploding shot it can easily take out a key ship (provided you hit with it).
The rest are obvious. After loading the board with enough trade currents, you can transfer an oarsman to the Lion and use the Altar of the Loa (though the game may not last that long). I used le Pique rather than the Fancy or Destiny so Madam LaFontaine could be compatible, since both it and the Lion make equally good use of the reroll. You could always swap out le Pique for either of those ships and keep LaFontaine on the Lion the whole game.

All the oarsman are both Altar fodder and are there to give maximum life to your ships: after all, no captain ability means running away to repair is a much more viable strategy than usual, since they can't chase and shoot you in the same turn.

Altar of the Loa and Necklace of the sky are two powerful treasures that everyone can use. The Altar can be a game breaker with these restrictions (as if it weren't enough of one already). Becalmed gives you a free turn. And if for some reason you don't use it right away (i.e. first turn) the oarsmen protect your ships from it.

Paradis de la Mer is the most resilient fort - ordinarily I'd use Thompson's Island (cheapest), but in these longer games, it's better to have something with some protection. I would've added the Boston to deal with enemy forts, but I ran outta points (and if the opponents don't end up using forts, it's rather useless).

In my opinion it's a little haphazard, mostly because of the size, but not entirely without synergy.

A 10-mast Junk is a pretty safe way to play with the restriction on Captains, adding the S-Boarder is the coup-de-grace. Nobody in their right mind will want to get near the Shui Xian!(of course, whoever said Skuld Blood-Axe was in his right mind? )

I, too, had thought of using ships with the Extended Range ability, it's too bad we can't enter more than one fleet. There's nothing like being able to "reach out and touch someone" from 2S or 2L away! Especially when you know they can't return the favor.

The Libellule is one of the best Exploring ships in the game, without the threat of being shot at all the time, she should bring home the gold.

Great fleet, it's just too bad you went with 3 of the most common littler ships(I think one of them actually shows up in 3 different builds for this contest ), I guess they're fairly obligatory for anyone who wants a serious chance of winning, though...

Yeah, I don't like the reliance on staples either, but whatcha gonna do? As you say, it's hard to use inferior ships just for the sake of novelty...

What good use does an oarsman do on a ship that sinks when it loses its last mast? You would never get to use the oarsman ability. You could spend that one point on an equipment or event.

As I said, the oarsmen are there to be sacrificed for the Altar of the Loa as much for anything else. Though it could be placed better, I wanted every ship capable of activating the altar if need be.
